The Emperor of Japan's basically a symbol, with most of the power in the government branches and in the Prime Minister. The Prime Minister covers signing laws and presenting them. That kind of stuff. I think the other countries doesn't really have "strong warriors become the king" system. Just whoever have a lot of power, political or military, even if they're not fighters themselves.
